General informationOn November 26, 2003 negotiations with the selection committee concerning the reworking of the competition submissions was concluded. The committee, which was almost identical to the composition of the jury, recommended the design proposal by Behles & Jochimsen as the foundation of further design development.

On July 18, 2003 the jury chaired by Prof. Matthias Sauerbruch, Berlin, convened in Giessen. Out of the 30 proposals submitted in the second phase, five designs were awarded with prizes of equal standing at 40,000.- EUR. The authors of those proposals were invited to rework their designs as part of a negotiation procedure.

Construction of the design by Behles & Joachimsen Architekten Berlin began in 2005 and was completed in 2011.

ProcedureThe competition was published as an open, two-phase design competition following GRW 95, para. 2.3.2 with an urban planning component. Eligible to participate were professionals from member states of the European Community and/or the GATS treaty. The competition language was German.

ParticipantsArchitects and urban planners in cooperation with an architect were allowed to participate. Cooperation with a landscape architect and building service engineers was strongly recommended.

In the first phase, 254 design proposals were submitted of which 31 were selected for further development in the second phase.
EligibilityEligible to participate were persons registered as architects in their country of residence at the time of competition publication. Urban planners registered with their respective architecture associations were eligible to participate in cooperation with an architect. In cases where the professional title is not legally regulated in certain countries, proof of a university degree or similar that fulfills acknowledgement following the Guidelines 85/384/EWG and 89/48/EWG is adequate proof.

Also eligible are associations of individuals and legal entities whose registered business includes planning services relevant to the competition task, as well as consortia of such legal persons. Legal persons must appoint an authorized representative responsible for the competition services. The authorized representative as well as the author(s) of the competition entry must meet the same requirements that are required of natural persons.

The statements in the submitted declaration of authorship are binding. Participants are obligated to check their own eligibility to participate. Conditions of ineligibility are described in GRW 3.2.3. Participation eligibility was reviewed following the jury meeting in accordance with GRW 95, para. 6.2).

Due to the nature of competition deliverables required, cooperation with landscape architects and building services engineers was strongly recommended. Collaboration with transport and infrastructure planners was also recommended.
Prizes and honorable mentionsA total of 250,000.- EUR (net) was made available for prizes and honorable mentions. Five proposals were awarded prizes of equal rank valued at 40,000.- EUR each and four honorable mentions at 12,500.- EUR each.
