NewsAt the final jury meeting in Vienna on February 25/26, 2014 the jury decided on the distribution of prizes for the competition. Out of the six design proposals, the scheme authored by Isay Weinfeld, São Paulo/Brazil received 1st prize and Atelier d'architecture Chaix & Morel et Associés, Paris/France with DnD Landschaftsplanung ZT KG, Vienna/Austria received 2nd prize. An honorable mention was awarded to querkraft architekten ZT GmbH, Vienna/Austria with MAN MADE LAND, Berlin/Germany.

The exhibition about the competition result was open to the public beginning March 9, 2014 from 11:00 a.m. to 8:00 p.m. at the Hotel InterContinental, Johannesgasse 28 in Vienna.

TaskThe objective of the competition is the development of an important and very popular site located at the margin of Vienna’s inner city, which is to be transformed into a novel urban place of encounter with a large, multi-purpose open area accessible to the general public.
The site houses three Vienna institutions: the world-renowned Vienna Concert Hall (opened in 1913), the Hotel InterContinental (1964) and the Vienna Skating Club’s skating rink of approx. 6,000 sqm plus the appendant purpose-built structures. For the arising uses — music, sports, hotel and catering business — novel, forward-looking solutions are to be provided: sports grounds, spaces for holding events and office spaces are to be created and complemented by new buildings housing residential and semi-public uses.

The site’s redevelopment encompasses the design of an hotel with an integrated convention center plus ancillary uses (catering, “sports & spa”). In stage 1 of the competition, each competitor must decide what to do with the existing Hotel InterContinental, i.e. a choice is to be made between two scenarios:

• Scenario 1: “Inclusion into the project of the existing Hotel InterContinental”
• Scenario 2: “Planning of a new hotel”

In addition, the site is to accommodate a building with spaces for holding events, catering businesses, offices and upscale apartments. The centerpiece of this new development and its uses is to be the new design and integration of the Vienna Skating Club with its extended program of functions, while the Vienna Concert Hall is to remain structurally unchanged.

The program to be newly planned covers an above-ground gross floor area of approx. 50,000 sq m if the existing hotel is to be included in the project, or approx. 62,500 sq m if the hotel is to be completely rebuilt.
SiteThe competition site covers approx. 15,400 sq m and is situated at a central location near Vienna’s ring road in the 3rd district of the city of Vienna, notably between the Stadtpark (City Park) and Karlsplatz at a place immediately adjacent to the 1st district and at the margin of the core area listed as the World Heritage site of “Vienna’s Inner City”.

ProcedureThe competition is being launched as a two-stage, non-open, international architectural competition preceded by an open application procedure as per “Competition Standard Architecture — WSA 2010” Article V 1| b.
The working language of the competition is German. All competition material will be provided in German only.
The competition will be run as an anonymous procedure. However, at the stage 2 jury meeting, the authors themselves will present their designs to the jury (i.e. anonymity will then be waived).
CompetitorsIn stage 1 of the competition, 24 competitors are to participate, 12 of whom have been invited, while 12 more will be chosen among qualified candidates in an international open application procedure preceding the competition.

EligibilityEligible for participation are the 12 architectural firms invited by the sponsor and 12 other architectural firms to be determined by means of an international open application procedure. Applying legal entities must designate an authorized representative, who will be responsible for rendering the services according to the competition requirements. The authorized representative and the responsible author(s) of the competition entry must meet the requirements governing the participation of physical persons.

Eligible are individual persons who are at the time of the competition publication legally certified architects in their home countries. In cases where the professional title of architect is not legally regulated, a university title or similar evidence of qualification is adequate as long as the requirements stated in the Guideline 2005/36/EG (EU-professional qualification guidelines) are met.

Eligible candidates are also legal entities whose statutory objects strictly deal with planning activities relevant to the competition task. Also, the authorized representative to be designated and the author(s) of the competition entry must meet the professional requirements applying to physical persons.

Consortia comprised of physical persons and legal entities are entitled to apply for participation if each of its members meets the professional requirements and the consortium as a whole meets the other prerequisites for admission.
Remuneration and PrizesFor remuneration of services rendered and prizes, the sponsor provided the total amount of EUR 324,000 (excluding VAT).
Every competitor submitting an examinable entry complying with the competition requirements will receive as remuneration for services rendered the lump sum of EUR 6,000 (excluding VAT). As remuneration for services rendered in stage 2, every competitor admitted to that stage will receive another lump sum of EUR 15,000 (exclusive of VAT), provided that in that stage as well the competitor has submitted an examinable entry complying with the competition requirements.

The following prizes will be awarded:
    1st prize: EUR 40,000
    2nd prize: EUR 30,000
    3rd prize: EUR 20,000

By unanimous vote, the jury may decide on a different distribution of the overall prize amount. Attendant costs will not be reimbursed. Prizewinners subject to VAT payable in Austria will receive, upon submission of an invoice, the corresponding amount on top.
